Look at the positive legislation that came out of Montpelier last year: Promise Scholarships, the E-State Initiative and increased local-voter control over school budgets. All of these laws wrestle with the most pressing issues facing Vermont today -- fleeing youth, creating a competitive 21st Century infrastructure for good paying jobs, and controlling property taxes. Every one of these positive solutions was Republican-led. That they passed in the face of Democrat supermajorities in both chambers of the legislature is a testimony to the mature, focused, effective and bipartisan leadership of Gov. Douglas and Republicans in Montpelier.

Judy Bevans' ("Vt. can't afford Douglas' failure," Nov. 7) was an unfortunate disservice to every Vermonter who wants to move forward, fix the challenges facing our state, and do so with calm civility. Certainly there is a lot more that needs to be done. But Vermont's Republicans are focused on moving Vermont in the right direction and have demonstrated the ability to reach out and work with mainstream Democrats to find common ground and common solutions to major issues. It is Republicans who can look Vermonters in the eye and point to results.

Meanwhile, the Democrat leadership repeatedly turned our Statehouse into a circus, shutting it down one day, handing it over to Californian Cindy Sheehan and her entourage of activists. On another day they let a person in a polar bear costume run wild on the floor of the House. Vermonters deserve legislative leadership that does more than choose to waste time and resources monkeying around with a bunch of far-left, pet projects and divisive national social issues.

The greatest obstacle to tax relief and making health care and homeownership more affordable, has been the partisanship of Democrat leadership. In the last few weeks this angry partisanship has given way to a bizarre, outright denial that our problems even exist.

It is disquieting that Bevans and the Democrats still cling to the recent Joint Fiscal Office study on tax burden and the interpretation that some legislators have that Vermonters can and should be taxed even more heavily than we already are. This study has been roundly discredited as a farce because it did not take into account property taxes. The study, like the Democrats who commissioned it, weirdly pretends one of Vermonters' top concerns doesn't exist.

Another example of Republican common sense came with the prebate/rebate mess (Act 185). For nearly two years Republicans warned Democrats of the privacy issues, the accounting problems, and cash flow implications that existed within the law. Twice in 2007 Republicans offered legislation to fix the new property tax system before it took effect. Again, like with Act 60, Democrats closed their eyes and ears and used their power to block every attempt to fix the problem. As a result, income-sensitized Vermonters' household incomes are now public information, our town clerks are facing possible lawsuits, and families who used to depend on prebate checks to do things like buy home heating oil for the winter can no longer do so.

These are all problems that could have been avoided had the Democrats chosen to work together with Republicans and put progress ahead of partisanship.

We've made a great deal of progress in the last few years, but there is more to do. The challenges our families are confronting today are very real. They can be overcome, but only if we elect leaders with the common sense and ability to solve these problems without creating more. Vermont Republicans have demonstrated leadership, offered real solutions, and moved Vermont forward on the issues that matter most. We are committed to continuing on this path, and to working with mainstream Democrats and Independents to succeed.

The times we live in demand more than the angry, inflexible partisanship Ms. Bevans and the Democrat leadership represent.
